Departments to organize Team Members#323

In an effort to route leads to the appropriate office/partners, we could use team grouping functions. Perhaps bundling them together will be sufficient but I can see strategic use-cases for such a feature. Even on agent can govern an entire department and needs privacy for that distribution.
